Do you think America's inability to rebuild the WTC within a Decade symbolize flaws w/ the Democratic Process?

more the failure of those invested. i don't think they ever wanted to rebuild. so, looks like the port authority is stuck with a white elephant. nyc doesn't have the money to build anything there.
