Yes, that is a manipulation tactic and a definite red flag of this guys character. He knows you were hurt in the past from sending nudes to your ex, yet he is not respecting that and trying to manipulate you into sending them to him. Sorry, but this is not a good personality trait and I dare say you will have many many manipulation and control issues should this relationship continue.
