So building a Mosque near WTC is 'OK', but releasing OBL's photo is Wrong?

Why is it that Obama didn't care about Americans being offended by the Mosque being built by the WTC grounds, but doesn't want to release the photo of a dead mastermind terrorist because it might offend Muslims?
