Twitter helppp, please?

I cant figure out how to use twitter for my life. I understand you "tweet" what your doing at the moment, and you can see peoples tweets when your following them. wtc. but whats up with people, like, tagging eachother in their tweets and stuff like that? im just LOST! help? twitter experts?
