Why is it that the 2,500 plus families can''t get over "9-11" even after payed close to $2 million each?

I had an uncle (voluntary fireman) that got dead rescuing a 4 year old girl out of a burning car, his family got nothing for that, but a window washers family at the WTC on 9-11 got paid over $2 million of taxpayers money, like WTF? Is it only if you get killed in masses your life counts?
